Meme will not come out of her cage. Labeled a “hoarder dog,” the nearly 4-year-old border collie mix is fearful and anxious, according to PAWS of Tinley Park volunteer Shelly Garlic, and even though a few days have passed since Meme arrived to the south suburban animal shelter on 191st Street, Meme needs time to readjust.
